What The Emperor means
When The Emperor turns up, progress may depend on establishing a stable framework. Define the goal, decide who is responsible for what, and make expectations clear.
The card can describe a leader, institution, parent, or your own capacity to take charge. Its strongest expression is dependable rather than dramatic: promises are kept and difficult decisions are not avoided.

Symbolism
